HBCU/TCU Grant Program
The USA Cycling HBCU/TCU Grant Program supported by Cannondale and EF Pro Cycling, is designed to support the formation of new collegiate cycling programs at Historically Black Colleges and Universities (HBCUs) and Tribal Colleges and Universities (TCUs).

This program is dedicated to supporting the development of new HBCU/TCU cycling teams, offering them comprehensive funding to support accessibility to bike racing.
The grant comprehensively covers all aspects of team development, including equipment like bikes, helmets, and apparel, as well as travel, race entry fees, coaching, club membership fees, and USA Cycling memberships for participants.
Beyond financial aid, the program is equally committed to developing future cycling infrastructure for HBCU/TCU specific cycling events and race series in areas with high populations of HBCU/TCU programs. This focus on infrastructure underlines the program's broader goals of inclusivity, diversity, and accessibility within collegiate cycling.
Programs selected for this grant must provide an endorsement letter from the administration to support a cycling team for at least 5 years. The annual disbursement amounts are designed to facilitate the launch of a new program and sustain it over a three-year period, with the aim of integrating it into the institution's existing athletic budget.
To be eligible for the HBCU and TCU Cycling Program Grant, applicants must meet the following criteria:
- The applying institution must be an accredited HBCU or TCU.
- Applicants should have a clear plan for establishing or expanding the cycling program within their institution.
- Budget
- Race attendance
- Recruiting
- The applicant/head coach should be an existing member or able to become a member of USA Cycling within 30 days of award.
- The HBCU/TCU club must be an existing collegiate club or able to become a member club of USA Cycling within 30 days of award.
- Letter of endorsement from the institution to support a 5-year cycling program.
Application Process Opens: April 9, 2024 at 10:00 a.m. MDT
Application Process Closes: June 8, 2024 at 11:59 p.m. MDT
Recipient Notifications: June 20, 2024
Grant applications will be reviewed by a selection committee appointed by USA Cycling, EF Pro Cycling, and Cannondale. Selection will be based on the following:
- Alignment of the proposal with grant objective
- Feasibility of the proposed program
- Club or varsity program status
- Participation in USA Cycling events
